		<description>You can sign up with NetIBA for free and that well tell you if they have a valid certificate or not.  As for what we can really gauge from whether they have a valid certificate, I would say not much... If they have it, then chances are they are a legal internet business, they have had to give real details in order to obtain the certification.  They can be tracked down in the event of criminal activity.  Fraud is illegal, however, it is perfectly legal for a company to belly up... 

If they have a NetIBA certificate, it is usually a good sign</description>
