Unfortunately the Superintendent of Financial Institutions in British Columbia has issued a Cease and Desist order on North York Community Credit Union to stop all cash card operations in the province of British Columbia, Canada.
Our bank will not be permitting the activation, loading or reloading of any debit card from a British Columbia program operator and any British Columbia Cardholders.
All Cardholders with a British Columbia address and with a British Columbia IP address will be permitted to withdrawal all funds through the accepted withdrawal options (ATM, POS, Calling Card Purchases, Card-to-Card Transfers, ACH Purchases, Etc.). When the card reaches a balance of $0.00 it will be automatically suspended. All load options will be disabled.

so its the whole NYCC Union affected.
Well after reading the reply Drunk received from gCard and later it was confirmed by response from my loader service this order applies only to card holders within British Columbia province in Canada.
