But why move their HQ to Luxembourg, outside the reach of US authoritahs, merely to become a licensed bank?</description>

I think that is wishful thinking.  I speculate that PayPal moved away from HYIP, AS, MLM, etc. more because of chargebacks, than the legality issue.  Remember that it wasn't until recently that the US cracked down on gambling online.

Maybe this is their first move in that direction?  Maybe the sharks smell blood in the water and the feeding frenzy is about to begin?  Ton$ of money to be made either way!!</description>
